Pain-wise, I'm told it's about medium. It's a fairly small area, though, so you can't have that much time under the needle. My only concern would be that it's an area that gets a lot of sun, and sun is so bad for ink.
As for the risk factor, unless the shop doesn't practice sterile techniques, I don't think the tattoo itself is dangerous.

But i say go for it- go to a good clean tattoo place and get something good and original - never off the wall!
Size and design plays a big part also.
A tat on your wrist is painful as the skin there is thin, but not dangerous.

As for pain, it's temporary and in my experience never as bad as you think it's going to be. And I've never heard of any spot being more dangerous than others to tattoo.
